คณะมนตรีความมั่นคงแห่งสหประชาชาติ คณะมนตรีนี้ประกอบด้วยสมาชิกถาวร (Permanent members) 5 ประเทศ คือ จีน ฝรั่งเศส สหภาพโซเวียต อังกฤษ และสหรัฐฯ และมีสมาชิกไม่ถาวร (Non-permanent members) อีก 10 ประเทศ ซึ่งสมัชชาใหญ่แห่งสหประชาชาติเป็นผู้เลือกตั้ง และให้ดำรงอยู่ในตำแหน่งประเทศละ 2 ปี สมาชิกประเภทนี้ไม่มีสิทธิรับเลือกตั้งใหม่ในทันที และในการเลือกตั้งจะคำนึงส่วนเกื้อกูลหรือบทบาทของประเทศผู้สมัครที่มีต่อ การธำรงรักษาไว้ซึ่งสันติภาพและความมั่นคงระหว่างประเทศ รวมทั้งที่มีต่อวัตถุประสงค์อื่น ๆ ขององค์การสหประชาชาติด้วย ในการเลือกตั้ง จะคำนึงถึงการแบ่งกลุ่มประเทศสมาชิกดังนี้คือ ก. 5 ประเทศจากแอฟริกาและเอเชียข. 1 ประเทศจากยุโรปตะวันออกค. 2 ประเทศจากละตินอเมริกาง. 2 ประเทศจากยุโรปตะวันตก และประเทศอื่น ๆหน้าที่ของคณะมนตรีความมั่นคงแห่งสหประชาชาติมีดังนี้1. ธำรงรักษาสันติภาพ และความมั่นคงระหว่างประเทศตามวัตถุประสงค์และหลักการของสหประชาชาติ2. สอบสวนเกี่ยวกับกรณีพิพาทหรือสถานการณ์ใด ๆ ซึ่งอาจนำไปสู่การกระทบกระทั่งระหว่างประเทศ3. เสนอแนะวิธีที่จะใช้กรณีพิพาทเช่นว่านั้น หรือ เงื่อนไขที่ให้มีการตกลงปรองดองกัน4. วางแผนเพื่อสถาปนาระบบการควบคุมกำลังอาวุธ5. ค้นหาและวินิจฉัยว่ามีภัยคุกคามต่อสันติภาพ หรือ เป็นการกระทำที่รุกรานหรือไม่ แล้วเสนอแนะว่าควรจะปฏิบัติอย่างไร 6. เรียกร้องให้สมาชิกประเทศที่ทำการลงโทษในทางเศรษฐกิจ และใช้มาตรการอื่น ๆ ที่ไม่ถึงขั้นทำสงคราม เพื่อป้องกันมิให้เกิดหรือหยุดยั้งการรุกราน7. ดำเนินการทางทหารตอบโต้ฝ่ายที่รุกราน8. เสนอให้รับประเทศสมาชิกใหม่ รวมทั้งเงื่อนไขหรือกฎเกณฑ์ ในการที่จะเข้าเป็นภาคีตามกฎหมายของศาลยุติธรรมระหว่างประเทศ 9. ทำหน้าที่ให้ภาวะทรัสตีของสหประชาชาติ ในเขตที่ถือว่ามีความสำคัญทางยุทธศาสตร์10. เสนอแนะให้สมัชชาสหประชาชาติ แต่งตั้งตัวเลขาธิการและร่วมกับสมัชชาในการเลือกตั้งผู้พิพากษาศาลโลก11. ส่งรายงานประจำปีและรายงานพิเศษต่อสมัชชาสหประชาชาติบรรดาประเทศสมาชิกของสห ประชาชาติ ต่างตกลงยินยอมที่จะปฏิบัติตามข้อมติใด ๆ ของคณะมนตรีความมั่นคง ทั้งยังรับรองที่จะจัดกำลังกองทัพของตนให้แก่คณะมนตรีความมั่นคงหากขอร้อง รวมทั้งความช่วยเหลือและและอุปกรณ์อื่น ๆ ที่จำเป็นต่อการธำรงรักษาไว้ซึ่งสันติภาพ และความมั่นคงระหว่างประเทศ [การทูต]
