ประเทศมหาอำนาจ รัฐที่พอจะเรียกได้ว่าเป็นประเทศมหาอำนาจ คือรัฐที่มีอำนาจอิทธิพลครอบงำในกิจการระหว่างประเทศ ไม่มีกฎหมายใดๆ ที่จะกำหนดว่าประเทศนั้น ประเทศนี้มีสถานภาพเป็นมหาอำนาจ หากเป็นเพียงเพราะรัฐนั้นๆ มีขนาด พละกำลัง และอำนาจอิทธิพลทางเศรษฐกิจเป็นพื้นฐาน และจะสังเกตได้ว่า สถานะของกลุ่มประเทศมหาอำนาจเช่นนี้ก็จะเปลี่ยนแปลงได้บ่อยๆ เช่น ในสมัยการประชุมคองเกรสแห่งเวียนนาในปี ค.ศ. 1815 ประเทศมหาอำนาจในสมัยนั้นได้แก่ อังกฤษ ออสเตรีย ฝรั่งเศส ปอร์ตุเกส ปรัสเซีย สเปน สวีเดน และรัสเซีย หลังจากนั้นได้เกิดการเปลี่ยนแปลงใหม่เกี่ยวกับพละกำลังของประเทศมหาอำนาจ คือก่อนเกิดสงครามโลกครั้งที่ หนึ่ง ประเทศที่จัดว่าเป็นมหาอำนาจในตอนนั้นคือ อังกฤษ ฮังการี ฝรั่งเศส เยอรมนี อิตาลี และรัสเซีย ซึ่งตั้งอยู่ในทวีปยุโรป รวมทั้งสหรัฐอเมริกา และญี่ปุ่น ซึ่งตั้งอยู่นอกยุโรป เมื่อตอนสิ้นสงครามโลกครั้งที่สอง ประเทศที่เป็นมหาอำนาจได้แก่ สหรัฐอเมริกา อังกฤษ โซเวียตรัสเซีย ฝรั่งเศส และจีน พึงสังเกตด้วยว่า องค์การสหประชาชาติได้ถือว่า ประเทศทั้ง 5 นี้มีอำนาจและมีความสำคัญมากที่สุดในขณะนั้น ทั้ง 5 ประเทศนี้ต่างเป็นสมาชิกถาวรในคณะมนตรีความมั่นคงของสหประชาชาติ ซึ่งมีอำนาจใช้สิทธิยับยั้ง (Veto) ในที่ประชุม ซึ่งในปัจจุบันก็ยังปฏิบัติเช่นนั้นอยู่ [การทูต]
