ยุทธศาสตร์ความร่วมมือทางเศรษฐกิจ อิระวดี ? เจ้าพระยา ? แม่โขง ACMECS หรือชื่อเดิม ยุทธศาสตร์ความร่วมมือทางเศรษฐกิจระหว่างกัมพูชา ลาว พม่า และไทย (ECS : Economic Cooperation Strategy among Cambodia, Lao PDR, Myanmar and Thailand) คือ กรอบความร่วมมือระหว่าง 5 ประเทศ คือ กัมพูชา ลาว พม่า ไทย และเวียดนาม ACMECS เป็นแนวคิดที่ พ.ต.ท. ดร. ทักษิณ ชินวัตร นายกรัฐมนตรีได้หยิบยกขึ้นหารือกับผู้นำกัมพูชา ลาว และพม่า ในช่วงการประชุมผู้นำอาเซียนสมัยพิเศษว่าด้วยโรค SARS เมื่อ 29 เมษายน 2546 ที่กรุงเทพฯ และได้มีพัฒนาการอย่างรวดเร็วต่อเนื่องจนถึงการประชุมระดับผู้นำ ACMECS ครั้งที่ 1 ที่เมืองพุกาม สหภาพพม่า เมื่อ 12 พฤศจิกายน 2546 โดยผู้นำทั้ง 4 ประเทศร่วมกันออกปฏิญญาพุกาม (Bagan Declaration) รวมทั้งแผนปฏิบัติการ (Plan of Action) ครอบคลุมความร่วมมือ 5 สาขา ได้แก่ การอำนวยความสะดวกด้านการค้าและการ ลงทุน ความร่วมมือทางด้านเกษตรและอุตสาหกรรม การเชื่อมโยงเส้นทางคมนาคม การท่องเที่ยว และการพัฒนาทรัพยากรมนุษย์ บนหลักการที่เน้นการส่งเสริมการพัฒนาเศรษฐกิจอย่างยั่งยืนและยกระดับความ เป็นอยู่ของประชาชน รวมทั้งเปิดกว้างให้นานาประเทศและองค์การระหว่างประเทศได้มีส่วนร่วมเป็น หุ้นส่วนเพื่อการพัฒนา (Development Partner) ในโครงการต่างๆ ของ ACMECS ด้วย * เวียดนามร่วมเป็นสมาชิก ACMECS เมื่อ 10 พฤษภาคม 2547 สถานะล่าสุด ระหว่างวันที่ 1-2 พฤศจิกายน 2547 ที่จังหวัดกระบี่ ไทยเป็นเจ้าภาพจัดการประชุมระดับเจ้าหน้าที่อาวุโสสมัยพิเศษและการประชุม รัฐมนตรี ACMECS อย่างไม่เป็นทางการ รวมทั้งการประชุมร่วมกับ Development Partners (ผู้แทนจากออสเตรเลีย ฝรั่งเศส เยอรมนี ญี่ปุ่น นิวซีแลนด์ และธนาคารเพื่อการพัฒนาแห่งเอเชีย) ซึ่งการประชุมประสบผลสำเร็จอย่างดียิ่ง สมาชิก ACMECS ทั้ง 5 ประเทศได้ร่วมกันแสดงความเป็น เอกภาพ โดยยืนยันเจตนารมณ์ที่จะดำเนินการตามกรอบความร่วมมือ ACMECS อย่าง เป็นอันหนึ่งอันเดียวกันต่อผู้แทนของ Development Partners รวมทั้งมีการหารือถึงความคืบหน้าของการดำเนินโครงการระหว่างกันอย่างเป็น รูปธรรม นอกจากนี้ ยังสามารถมีข้อสรุปที่สำคัญๆ เกี่ยวกับกลไกการประสานงานระหว่างกันซึ่งจะช่วยให้การดำเนินกิจกรรมความร่วม มือของ ACMECS มีประสิทธิภาพยิ่งขึ้นต่อไป * ไทยมีกำหนดเป็นเจ้าภาพจัดประชุมระดับผู้นำ ACMECS ครั้งที่ 2 ในเดือนธันวาคม 2548 ที่กรุงเทพฯ [การทูต]
