หลักการความรับผิดชอบในการคุ้มครอง เป็นหลักการที่ได้รับการรับรองในการประชุมระดับผู้นำ เพื่อทบทวนผลของปฏิญญาสหัสวรรษ(High Level Panel Meeting - HLPM) เมื่อวันที่ 14-16 กันยายน พ.ศ. 2548 ณ นครนิวยอร์ก ที่เกี่ยวข้องกับการแทรกแซงทางมนุษยธรรม ( humanitarian interference/intervention of humanity)เพื่อคุ้มครองประชาชนจากการฆ่าล้างเผ่าพันธุ์ การฆ่าล้างชนชาติ โดยจะถือเป็นความรับผิดชอบและที่จะต้องดำเนินการร่วมกันโดยประชาคมระหว่าง ประเทศ อย่างไรก็ตาม หลักการเรื่องนี้มีนัยเกี่ยวข้องกับกฏหมายระหว่างประเทศ อธิปไตย ของรัฐ ความอ่อนไหวทางการเมือง และความชอบธรรมในการปฏิบัติ จึงยังไม่มีการนิยามแนวความคิด R2P รวมถึงขอบเขตของ R2P ที่ชัดเจน [การทูต]
