วิธีการที่จะระงับข้อพิพาทระหว่างรัฐโดยฉันมิตร คำว่า Good Offices หมายถึง การช่วยเป็นสื่อกลาง ส่วน Mediation หมายถึง การไกล่เกลี่ยศัพท์ทั้งสองนี้หมายถึงวิธีการที่จะระงับข้อพิพาทระหว่างรัฐ โดยฉันมิตร กล่าวคือ ในกรณีข้อพิพาทซึ่งการเจรจากันทางการทูตไม่สามารถตกลงกันได้ง่าย ๆ ดังนั้น รัฐที่สามอาจยื่นมือเข้าช่วยเป็นสื่อกลาง หน้าที่ในการนี้มิใช่ออกความเห็นหรือวินิจฉัยชี้ขาดว่าใครถูกใครผิดในกรณี ข้อพิพาท หากเป็นแต่เพียงแสวงหาลู่ทางที่จะระงับข้อพิพาทจะต้องมีให้น้อยที่สุดเท่า ที่จะทำได้ และถือว่าเป็นกาดรกระทำฉันมิตร (Friendly act) คู่พิพาทฝ่ายหนึ่งฝ่ายใดอาจปฏิเสธข้อเสนอได้โดยไม่ถือว่าเป็นความผิดทางการ เมือง หรือคู่พิพาทฝ่ายหนึ่งฝ่ายใดอาจขอร้องให้ช่วยเป็นสื่อกลาง หรือให้ช่วยไกล่เกลี่ย ตามธรรมดาการช่วยเป็นสื่อกลางนั้นเป็นเพียงการเข้าช่วยงานพื้นฐาน หรือให้มีการเริ่มต้นการเจรจาเท่านั้น ส่วนงานเจรจาที่จะกระทำโดยตรงกว่าจะมีลักษณะเป็นการไกล่เกลี่ย แต่ในทางปฏิบัติไม่ค่อยมีการคำนึงกันนักถึงความแตกต่างจริงๆ ระหว่างวิธีทั้งสอง คู่พิพาทฝ่ายหนึ่งฝ่ายใดอาจปฏิเสธไม่ยอมรับการไกล่เกลี่ยไม่ว่าเวลาใดก็ได้ จะเห็นได้ว่า การช่วยเป็นสื่อกลางกับการไกล่เกลี่ยนั้นแตกต่างกัน คือ ในกรณีการช่วยเป็นสื่อกลาง ฝ่ายที่สามจะกระทำแต่เพียงช่วยให้มีการหันหน้าเข้าเจรจากันระหว่างคู่พิพาท ส่วนในกรณีการไกล่เกลี่ย ฝ่ายที่สามพยายามจัดให้มีการเจรจากันจริง ๆ ตามมูลฐานข้อเสนอของตน ฝ่ายที่เสนอช่วยเป็นสื่อกลางหรือช่วยไกล่เกลี่ยนั้น อาจจะมาจากประเทศที่สาม หรือจากองค์การระหว่างประเทศ หรือจากบุคคลธรรมดาคนหนึ่งก็ได้ [การทูต]
