กองทุนให้ความช่วยเหลือพัฒนาเศรษฐกิจแก่ประเทศเพื่อนบ้าน " ได้รับการจัดตั้งขึ้นตามระเบียบสำนักนายกรัฐมนตรีว่าด้วยกองทุนให้ความช่วย เหลือพัฒนาเศรษฐกิจแก่ประเทศเพื่อนบ้าน พ.ศ. 2539 โดยให้สำนักงานเศรษฐกิจการคลัง กระทรวงการคลัง เป็นหน่วยงาน รับผิดชอบ มีวัตถุประสงค์ให้เงินกู้ผ่อนปรนแก่รัฐบาล หรือรัฐวิสาหกิจ หรือสถาบันการเงินของรัฐบาลประเทศเพื่อนบ้าน ได้แก่ ลาว กัมพูชา พม่า และเวียดนาม เพื่อลงทุนในโครงการพัฒนาประเทศ โดยเงินกู้ที่ รัฐบาลไทยปล่อยให้กู้นี้ จะต้องเป็นเงินสกุลบาท และส่วนหนึ่งของ เงินกู้จะต้องนำไปซื้อสินค้าและบริการจากภาคเอกชนไทย " [การทูต]
