| Palestine Question | ปัญหาปาเลสไตน์ เมื่อวันที่ 2 เมษายน ค.ศ. 1947 ประเทศอังกฤษได้ขอให้สมัชชาใหญ่สหประชาชาติ ทำการประชุมสมัยพิเศษเพื่อพิจารณาปัญหาปาเลสไตน์ สมัชชาได้ประชุมกันระหว่างวันที่ 28 เมษายน ถึงวันที่ 15 พฤษภาคม ค.ศ. 1947 และที่ประชุมได้จัดตั้งคณะกรรมการพิเศษเกี่ยวกับปาเลสไตน์ขึ้น ประกอบด้วยผู้แทนจากประเทศสมาชิกรวม 11 ประเทศ ซึ่งหลังจากที่เดินทางไปตรวจสถานการณ์ในภาคตะวันออกกลาง ก็ได้เสนอรายงานเกี่ยวกับปัญหาดังกล่าว รายงานนี้ได้ตั้งข้อเสนอแนะรวม 12 ข้อ รวมทั้งโครงการฝ่ายข้างมาก (Majority Plan) และโครงการฝ่ายข้างน้อย (Minority Plan) ตามโครงการข้างมาก กำหนดให้มีการแบ่งดินแดนปาเลสไตน์ออกเป็นรัฐอาหรับแห่งหนึ่ง รัฐยิวแห่งหนึ่ง และให้นครเยรูซาเล็มอยู่ภายใต้ระบบการปกครองระหว่างประเทศ รวมทั้งให้ดินแดนทั้งสามแห่งนี้มีความสัมพันธ์ร่วมกันในรูปสหภาพเศรษฐกิจ ส่วนโครงการฝ่ายข้างน้อย ได้เสนอให้ตั้งรัฐสหพันธ์ที่เป็นเอกราชขึ้น ประกอบด้วยรัฐอาหรับและรัฐยิว อันมีนครเยรูซาเล็มเป็นนครหลวงต่อมาในวันที่ 29 พฤศจิกายน ค.ศ. 1947 สมัชชาสหประชาชาติได้ประชุมลงมติรับรองข้อเสนอของโครงการฝ่ายข้างมาก ซึ่งฝ่ายยิวได้รับรองเห็นชอบด้วย แต่ได้ถูกคณะกรรมาธิการฝ่ายอาหรับปฏิเสธไม่รับรอง โดยต้องการให้มีการจัดตั้งรัฐอาหรับแต่เพียงแห่งเดียว และทำหน้าที่คุ้มครองสิทธิของคนยิวที่เป็นชนกุล่มน้อย อนึ่ง ตามข้อมติของสมัชชาสหประชาชาติได้กำหนดให้อำนาจอาณัติเหนือดินแดนปาเลสไตน์ สิ้นสุดลงและให้กองทหารอังกฤษถอนตัวออกไปโดยเร็วที่สุดเท่าที่จะทำได้ และอย่างช้าไม่เกินวันที่ 1 สิงหาคม ค.ศ. 1948 นอกจากนั้นยังให้คณะมนตรีภาวะทรัสตีของสหประชาชาติจัดทำธรรมนูญการปกครองโดย ละเอียดสำหรับนครเยรูซาเล็มจากนั้น สมัชชาสหประชาชาติได้ตั้งคณะกรรมาธิการปาเลสไตน์แห่งสหประชาชาติขึ้น ประกอบด้วยประเทศโบลิเวีย เช็คโกสโลวาเกีย เดนมาร์ก ปานามา และฟิลิปปินส์ ทำหน้าที่ปฏิบัติให้เป็นไปตามข้อเสนอแนะของสมัชชา ส่วนคณะมนตรีความมั่นคงก็ได้รับการขอร้องให้วางมาตรการที่จำเป็น เพื่อวินิจฉัยว่า สถานการณ์ในปาเลสไตน์จักถือว่าเป็นภัยคุกคามต่อสันติภาพหรือไม่ และถ้าหากมีการพยายามที่จะใช้กำลังเพื่อเปลี่ยนแปลงความตกลงตามข้อมติของ สมัชชาเมื่อใด ให้ถือว่าเป็นภัยคุกคามต่อสันติภาพ โดยอาศัยข้อ 39 ของกฎบัติสหประชาชาติเป็นบรรทัดฐาน [การทูต] |
