คลังเก็บทรัพยากรสารสนเทศดิจิทัล อันเป็นภูมิปัญญาของมหาวิทยาลัย หน่วยงาน องค์กร ซึ่งมีการจัดเก็บเป็นศูนย์รวม มีการสงวนรักษา และมีการจัดทำดัชนีที่ได้มาตรฐาน สามารถสืบค้นทรัพยากรสารสนเทศเหล่านั้นได้ [ 1 ] หรือกล่าวได้ว่า คลังเก็บสารสนเทศระดับสถาบันเป็นบริการหรือหน้าที่ของมหาวิทยาลัย/องค์กร ในการจัดการและเผยแพร่งานในรูปแบบดิจิทัลอันเป็นผลงานหรือผลผลิตของคณาจารย์ นักวิจัย นิสิต นักศึกษา หรือสมาชิกในประชาคมนั้นๆ และผู้ใช้ทั้งภายในและภายนอกสามารถเข้าถึงได้ [ 2, 3 ] ซึ่งผลงานเหล่านั้น นอกจากจะเป็นรายงานที่กำลังดำเนินงาน รายงานวิจัยฉบับสมบูรณ์ แล้ว ยังหมายรวมถึงงานที่ยังไม่ได้ตีพิมพ์เผยแพร่ (grey literature) ซึ่งมีเป็นจำนวนมากในวัฒนธรรมของการวิจัยทางด้านวิทยาศาสตร์และเทคโนโลยี ซึ่งเป็นเรื่องยากที่บรรณารักษ์ที่จะรวบรวม จัดเก็บ และสงวนรักษาไว้อย่างเป็นระบบ [ 4 ] <p> คุณลักษณะที่สำคัญของการเป็นคลังเก็บสารสนเทศระดับสถาบัน <p>จอห์นสัน [ 3 ] กล่าวว่า การจัดทำคลังเก็บสารสนเทศระดับสถาบันจะต้องประกอบด้วยคุณลักษณะดังนี้ <p> 1. เนื้อหาที่เป็นดิจิทัล (Digital content) ในระบบของคลังเก็บสารสนเทศระดับสถาบันนั้นเก็บผลงานที่เป็นดิจิทัลเท่านั้น <p> 2. การเน้นงานที่สร้างโดยสมาชิกของสถาบัน (Institutionally-defined) การจัดทำคลังเก็บระดับสถาบันเน้นการจัดเก็บผลงานของสมาชิกในประชาคมนั้นๆ เท่านั้น <p> 3. เนื้อหาทางวิชาการ (Scholarly content) เนื้อหา ที่นำมาจัดเก็บในคลังเก็บสารสนเทศระดับสถาบันนั้น เน้นเนื้อหาทางวิชาการ เพื่อให้ตรงกับวัตถุประสงค์ของการเป็นคลังเก็บสารสนเทศระดับสถาบันในการรวบรวม การสงวนรักษา และการเผยแพร่ผลงานทางวิชาการ ซึ่งผลงานเหล่านี้อาจหมายรวมถึง ผลงานก่อนตีพิมพ์ และผลงานที่อยู่ในระหว่างการดำเนินงาน บทความที่อยู่ในระหว่างการพิจารณา หนังสือ สื่อการสอน ชุดข้อมูล บทความเสนอการประชุม วิทยานิพนธ์อิเล็กทรอนิกส์ และวรรณกรรมไม่ตีพิมพ์ เป็นต้น ผลงานดิจิทัลเหล่านั้นที่มาจากต่างแหล่งกันในชุมชนนั้นๆ <p> 4. การสะสมเพิ่มพูน และความยั่งยืน (Cumulative and perpetual) ในส่วนของการเป็นคลังเก็บจะต้องมีการสะสมผลงาน ผลงานเมื่อมีการนำเข้าคลังเก็บแล้ว ไม่ควรมีการถอดถอนออกจากคลัง ยกเว้นแต่มีเหตุจำเป็น เช่น งานนั้นมีการละเมิดลิขสิทธิ์ เป็นต้น การเป็นคลังเก็บจึงต้องพัฒนาเกณฑ์และนโยบาย รวมทั้งนำระบบการจัดการสิทธิ์ (right management) มาประยุกต์ใช้ ในการอนุญาตให้เข้าถึงเนื้อหาในคลังเก็บทั้งจากหน่วยงานภายในและหน่วยงานภาย นอก รวมทั้งต้องมีระบบการสงวนรักษาผลงาน และสามารถให้เข้าถึงได้ในระยะยาวได้ <p> 5. การทำงานร่วมกันได้และการเข้าถึงแบบเปิด/แบบเสรี (Interoperable and open access) คุณลักษณะที่สำคัญประการหนึ่งของการเป็นคลังเก็บสารสนเทศระดับสถาบัน คือ การสามารถให้มีการเข้าถึงได้แบบเปิด / แบบเสรี หรือมีปัญหาในการเข้าถึงให้น้อยที่สุด (เช่น การต้องลงทะเบียนในการเข้าใช้) ในส่วนของการเป็นระบบที่สามารถทำงานร่วมกันได้นั้น เป็นเรื่องทางเทคนิคที่มีการนำการเก็บถาวรแบบเปิด หรือ Open Archives Initiative (OAI) มาใช้เพื่อเป็นแนวทางการกำหนดมาตรฐานสำหรับการเก็บรักษาในเชิงบันทึกถาวร และสามารถเชื่อมโยง แลกเปลี่ยนเมทาดาทาทำให้สามารถสืบค้น และเรียกใช้ข้อมูลข้ามระบบกันได้
