ขณะเดียวกันโซเวียตตกอยู่ในฐานะต้องพึ่งพาอาศัยประเทศภาคตะวันตกมากขึ้นทุก ขณะ ทั้งในด้านวิชาการทางเทคโนโลยี และในทางโภคภัณฑ์ธัญญาหารที่จำเป็นแก่การดำรงชีวิตของพลเมืองของตน ยิ่งไปกว่านั้น การที่เกิดการแข่งขันกันใหม่ด้านอาวุธยุทโธปกรณ์กับสหรัฐอเมริกา โดยเฉพาะแผนยุทธการของสหรัฐฯ ที่เรียกว่า SDI (U.S. Strategic Defense Initiative) ทำให้ต้องแบกภาระอันหนักอึ้งทางการเงินด้วยเหตุนี้โซเวียตจึงต้องทำการ ประเมินเป้าหมายและทิศทางการป้องกันประเทศใหม่ นโยบายหลักของกอร์บาซอฟนี่เองทำให้โซเวียตต้องหันมาญาติดี รวมถึงทำความตกลงกับสหรัฐฯ ในรูปสนธิสัญญาว่าด้วยกำลังนิวเคลียร์ในรัศมีปานกลาง (Intermediate Range Force หรือ INF) ซึ่งได้ลงนามกันในกรุงวอชิงตันเมื่อปี ค.ศ. 1987เหตุการณ์นี้ถือกันว่าเป็นมาตรการที่มีความสำคัญที่สุดในด้านการควบคุม ยุทโธปกรณ์ตั้งแต่เริ่มสงครามเย็น (Cold War) ในปี ค.ศ. 1946 เป็นต้นมา และเริ่มมีผลกระทบต่อทิศทางในการที่โซเวียตเข้าไปพัวพันกับประเทศ อัฟกานิสถาน แอฟริกาภาคใต้ ภาคตะวันออกกลาง และอาณาเขตอ่าวเปอร์เซีย กอร์บาชอฟถึงกับประกาศยอมรับว่า การรุกรานประเทศอัฟกานิสถานเป็นการกระทำที่ผิดพลาด พร้อมทั้งถอนกองกำลังของตนออกไปจากอัฟกานิสถานเมื่อปี ค.ศ. 1989 อนึ่ง เชื่อกันว่าการที่ต้องถอนทหารคิวบาออกไปจากแองโกล่า ก็เป็นเพราะผลกระทบจากนโยบายหลักของกอร์บาชอฟ ซึ่งได้เปลี่ยนท่าทีและบทบาทใหม่ของโซเวียตในภูมิภาคตอนใต้ของแอฟริกานั้น เอง ส่วนในภูมิภาคตะวันออกกลาง นโยบายหลักของกอร์บาชอฟได้เป็นผลให้ นายเอ็ดวาร์ด ชวาดนาเซ่ อดีตรัฐมนตรีว่าการกระทรวงการต่างประเทศ ซึ่งเป็นผู้ที่ได้รับการแต่งตั้งจากนายกอร์บาชอฟ เริ่มแสดงสันติภาพใหม่ๆ เช่น ทำให้โซเวียตกลับไปรื้อฟื้นสัมพันธภาพทางการทูตกับประเทศอิสราเอล ทำนองเดียวกันในเขตอ่าวเปอร์เซีย โซเวียตก็พยายามคืนดีด้านการทูตกับประเทศอิหร่าน เป็นต้นการเปลี่ยนทิศทางใหม่ทั้งหลายนี้ ถือกันว่ายังผลให้มีการเปลี่ยนแปลงนโยบายภายในประเทศทั้งด้านเศรษฐกิจและ ด้านสังคมของโซเวียต อันสืบเนื่องมาจากนโยบาย Glasnost and Perestroika ที่กล่าวมาข้างต้นนั่นเองในที่สุด เหตุการณ์ทั้งหลายเหล่านี้ก็ได้นำไปสู่การล่มสลายอย่างกะทันหันของสหภาพ โซเวียตเมื่อปี ค.ศ. 1991 พร้อมกันนี้ โซเวียตเริ่มพยายามปรับปรุงเปลี่ยนแปลง รวมทั้งปรับโครงสร้างทางเศรษฐกิจการเมืองของประเทศให้ทันสมัยอย่างขนานใหญ่ นำเอาทรัพยากรที่ใช้ในด้านการทหารกลับไปใช้ในด้านพลเรือน พฤติกรรมเหล่านี้ทำให้เกิดจิตใจ (Spirit) ของการเป็นมิตรไมตรีต่อกัน (Détente) ขึ้นใหม่ในวงการการเมืองโลก เห็นได้จากสงครามอ่าวเปอร์เซีย ซึ่งโซเวียตไม่เล่นด้วยกับอิรัก และหันมาสนับสนุนอย่างไม่ออกหน้ากับนโยบายของประเทศฝ่ายสัมพันธมิตรนัก วิเคราะห์เหตุการณ์ต่างประเทศหลายคนเห็นพ้องต้องกันว่า การที่เกิดการผ่อนคลาย และแสวงความเป็นอิสระในยุโรปภาคตะวันออกอย่างกะทันหันนั้น เป็นผลจากนโยบายหลักของกอร์บาชอฟโดยตรง คือเลิกใช้นโยบายของเบรสเนฟที่ต้องการให้สหภาพโซเวียตเข้าแทรกแซงอย่างจริง จังในกิจการภายในของกลุ่มประเทศยุโรปตะวันออก กระนั้นก็ยังมีความรู้สึกห่วงใยกันไม่น้อยว่า อนาคตทางการเมืองของกอร์บาชอฟจะไปได้ไกลสักแค่ไหน รวมทั้งความผูกพันเป็นลูกโซ่ภายในสหภาพโซเวียตเอง ซึ่งยังมีพวกคอมมิวนิสต์หัวรุนแรงหลงเหลืออยู่ภายในประเทศอีกไม่น้อย เพราะแต่เดิม คณะพรรคคอมมิวนิสต์ในสหภาพโซเวียตนั้น เป็นเสมือนจุดรวมที่ทำให้คนสัญชาติต่าง ๆ กว่า 100 สัญชาติภายในสหภาพ ได้รวมกันติดภายในประเทศที่มีขนาดใหญ่ที่สุดในโลก คือมีพื้นที่ประมาณ 1 ใน 6 ส่วนของพื้นที่โลก และมีพลเมืองทั้งสิ้นประมาณ 280 ล้านคนจึงสังเกตได้ไม่ยากว่า หลังจากสหภาพโซเวียตล่มสลายไปแล้ว พวกหัวเก่าและพวกที่มีความรู้สึกชาตินิยมแรง รวมทั้งพลเมืองเผ่าพันธุ์ต่างๆ เกิดความรู้สึกไม่สงบ เพราะมีการแก่งแย่งแข่งกัน บังเกิดความไม่พอใจกับภาวะเศรษฐกิจที่ตนเองต้องเผชิญอยู่ จึงเป็นสาเหตุที่ทำให้จักรวรรดิของโซเวียตต้องแตกออกเป็นส่วน ๆ เช่น มีสาธารณรัฐที่มีอำนาจ ?อัตตาธิปไตย? (Autonomous) หลายแห่ง ต้องการมีความสัมพันธ์ในรูปแบบใหม่กับรัสเซีย เช่น สาธารณรัฐยูเกรน ไบโลรัสเซีย มอลดาเวีย อาร์เมเนีย และอุสเบคิสถาน เป็นต้น แต่ก็เป็นการรวมกันอย่างหลวม ๆ มากกว่า และอธิปไตยที่เป็นอยู่ขณะนี้ดูจะเป็นอธิปไตยที่มีขอบเขตจำกัดมากกว่าเช่นกัน โดยเฉพาะสาธารณรัฐมุสลิมในสหภาพโซเวียตเดิม ซึ่งมีพลเมืองรวมกันเกือบ 50 ล้านคน ก็กำลังเป็นปัญหาต่อเชื้อชาติสลาฟ และการที่พวกมุสลิมที่เคร่งครัดต่อหลักการเดิม (Fundamentalism) ได้เปิดประตูไปมีความสัมพันธ์อันดีกับประะเทศอิหร่านและตุรกีจึงทำให้มีข้อ สงสัยและครุ่นคิดกันว่า เมื่อสหภาพโซเวียตแตกสลายออกเป็นเสี่ยง ๆ ดังนี้แล้ว นโยบายหลักของกอร์บาชอฟจะมีทางอยู่รอดต่อไปหรือไม่ ซึ่งเป็นเรื่องที่ถกเถียงและอภิปรายกันอยู่พักใหญ่และแล้ว เมื่อวันที่ 19 สิงหาคม ค.ศ. 1991 ก็ได้เกิดความพยายามที่จะถอยหลังเข้าคลอง คือกลับนโยบายผ่อนเสรีของ Glasnost และ Perestroika ทั้งภายในประเทศและภายนอกประเทศโดยมีผุ้ที่ไม่พอใจได้พยายามจะก่อรัฐประหาร ขึ้นต่อรัฐบาลของนายกอร์บาชอฟ แม้การก่อรัฐประหารซึ่งกินเวลาอยู่เพียงไม่กี่วันจะไม่ประสบผลสำเร็จ แต่เหตุการณ์นี้ก่อให้เกิดผลสะท้อนลึกซึ้งมาก คือเป็นการแสดงว่า อำนาจของรัฐบาลกลางย้ายจากศูนย์กลางไปอยู่ตามเขตรอบนอกของประเทศ คือสาธารณรัฐต่างๆ ซึ่งก็ต้องประสบกับปัญหานานัปการ จากการที่ประเทศเป็นภาคีอยู่กับสนธิสัญญาระหว่างประเทศต่างๆ โดยเฉพาะความตกลงเกี่ยวกับการควบคุมอาวุธยุทโธปกรณ์ ซึ่งสหภาพโซเวียตเดิมได้ลงนามไว้หลายฉบับผู้นำของสาธารณรัฐที่ใหญ่ที่สุดคือ นายบอริส เยลท์ซินได้ประกาศว่า สหพันธ์รัฐรัสเซียยังถือว่า พรมแดนที่เป็นอยู่ขณะนี้ย่อมเปลี่ยนแปลงแก้ไขได้ ไม่ใช่เป็นสิ่งที่จะแก้ไขเสียมิได้และในสภาพการณ์ด้านต่างประทเศที่เป็นอยู่ ในขณะนี้ การที่โซเวียตหมดสภาพเป็นประเทศอภิมหาอำนาจ ทำให้โลกกลับต้องประสบปัญหายากลำบากหลายอย่าง โดยเฉพาะอย่างยิ่งปัญหาเศรษฐกิจระหว่างสาธารณรัฐต่างๆ ที่เคยสังกัดอยู่ในสหภาพโซเวียตเดิม จึงเห็นได้ชัดว่า สหภาพโซเวียตเดิมได้ถูกแทนที่โดยการรวมตัวกันระหว่างสาธารณรัฐต่างๆ อย่างหลวมๆ ในขณะนี้ คล้ายกับการรวมตัวกันระหว่างสาธารณรัฐภายในรูปเครือจักรภพหรือภายในรูป สมาพันธรัฐมากกว่า และนโยบายหลักของกอร์บาชอฟก็ได้ทำให้สหภาพโซเวียตหมดสภาพความเป็นตัวตนใน เชิงภูมิรัฐศาสตร์ (Geopolitics) [การทูต] |
